Tax authorities in countries across Europe are actively imposing new, strict requirements for electronic invoicing. As regulations continue to evolve, businesses with subsidiaries in multiple countries face the challenge of staying updated and ensuring accuracy and compliance in their sending of electronic invoices.

To put it simply, it’s because countries across Europe are losing a staggering amount of money to fraud and unredeemed VAT revenues. According to the 2022 Report on the VAT Gap released by the European Commission, EU Member States lost an estimated €93 billion in Value-Added Tax (VAT) revenues in 2020. By digitising their processes, it’s hoped that the administrative workload surrounding tax and VAT collection becomes much more efficient.

Continuous Transaction Controls (CTC) are a set of processes that enable law enforcement agencies, such as tax administrations, to view real time or near real time financial data relating to business activity in their countries.   
  
Unlike previous methods of tracking tax owed from transactions, data is obtained directly from business transaction processes or data management systems in real time, or near-real time.   
  
Countries already imposing CTC regulations are Italy, Poland and France.   
  
In a CTC model, TrueCommerce takes your inhouse invoices, passes them through our compliance solution which ensures they meet tax authority requirements and then forward it onto the final destination.   

 

When Post Audit is applied, the authorities are not involved in the process of exchanging invoices or other data between the trading partners; instead, they can audit the compliance of the process after the exchange.   
  
In a Post Audit model, TrueCommerce retrieves the information, and then we ensure that the information is compliant before we forward it for a qualified signature. Finally, we submit the invoice directly to the recipient, or if a VANs provider is used, TrueCommerce will send the invoice through the VANs partner before sending the invoice to the recipient.

TrueCommerce supports the entire process from sending to the reception of the invoices. All documents are validated before they are sent to the recipient. In case of errors, TrueCommerce will send an error message to the sender of the invoice with the specific misdescription.
